Yes. Administrators can edit the full level/step structure and stipend rules, preview the impact of a change across affected employees before saving, and keep a versioned snapshot of every revision. Job titles, locations, credential types and assignments are all editable too.
Yes. Both employees and administrators sign in with a password and two-factor authentication: a one-time code is emailed and entered for each session. Codes expire for safety, and if one lapses a new code is sent automatically. Access is further limited by role-based permissions, and activity is recorded in an audit trail.
